Local restrictions support grant scheme for businesses that are required to close (Rotherham)

Rotherham, along with the other South Yorkshire Councils, moved into the “Tier 3 Very High Alert” level on 24 October in response to the high number of Covid infections in the Region.


Those businesses that are required to close due to these localised restrictions may be eligible for a grant under the Government's Revised Local Restrictions Support Grant Scheme.

Businesses that are required to close are:

  • Pubs that do not do substantial meals
  • Casinos
  • Adult gaming centres (amusement arcades)
  • Betting shops
  • Soft play centres.

 

Eligibility Criteria

In order to apply for this Government grant your business must meet the following criteria. The grants are based on the business premise, so one application/payment per premise.

  • Open as usual prior to the Tier 3 restrictions coming into effect on 24th October and providing in-person services to customers from the premises
  • Had the first full day of closure on or after 24 October
  • Registered for business rates at the premises on 23 October
  • Subject to state aid limits businesses can apply for each business premise within the Borough
  • Whilst not required to close, we may also be able to consider Pubs that serve substantial meals but have chosen to closE
  • It is anticipated that the Government will extend the scheme to also apply to businesses that have been forced to close since the initial restrictions were put into place on 23rd March e.g. Nightclubs, with grants available for continued closure from 1 November.

The amount of grant payable will depend on the rateable value of the property and the length of time that the business is closed.






 

The following exclusions apply:

  • Businesses able to trade as they do not depend on providing direct in-person services from the premises and can operate remotely
  • Businesses outside the localised Tier 3: Very High Alert area
  • Businesses that have chosen to close rather than being required to
  • Businesses which have already received grant payments that equal the maximum levels of State aid permitted under the de minimis and the Covid-19 Temporary State Aid Framework
  • Businesses that were in administration, or insolvent, or where a striking-off notice has been made at the date of the local lockdown are not eligible for funding under this scheme
  • Business properties which are empty.

Any changes to the Business Rates rating list (rateable value or to the premises) after 24th October 2020, the first full day of localised restrictions and business closures regulations came into force, including changes which have been backdated to this date, should be ignored for the purposes of eligibility.

We are currently awaiting updated detailed Government guidance on their revised local restrictions support grant scheme, which we anticipate will be made available by 30 October.
